The add artifact icon "+" can be non-functional in certain circumstances. Steps to reproduce: 1. Create a new top-level workspace 2. Select the Default Workspace. 3. Click the + icon – the add artifact dialog comes up 4. without adding an artifact, click on the newly created workspace 5. Click the + icon – nothing happens. If you do get prompted to add an artifact after step 5, click back on the Default Workspace and then back to the new workspace – it repros within a time or two. To recover, you can click the "edit workspace" icon, then the add workspace icon will be available again.
